Moving From California or Washington to Arizona: Property Tax Class Rules and Cash Equity

Updated October 2026

Selling a long-held California home can unlock substantial equity, but Arizona’s property-tax bill will not follow California’s Proposition 13 framework. Buyers arriving from Washington also need to rebuild their closing budget around Arizona practices rather than importing assumptions about transfer taxes, assessed values and escrow timing.

Read LPV, FCV and classification separately

Arizona uses Limited Property Value, or LPV, and Full Cash Value, or FCV. Under the ordinary annual calculation, LPV growth is generally capped at 5% and cannot exceed FCV. Statutory exceptions, including certain property changes, can produce a different calculation. FCV is not subject to that same annual growth cap.

An ordinary sale does not automatically reset LPV to the purchase price in the way a California buyer might expect from an acquisition-value system. Nevertheless, the prior owner’s total tax bill is not a guaranteed forecast.

Class 3 primary-residence property generally has a 10% assessment ratio and may qualify for the State Equalization homeowner tax credit. Classification, exemptions, local rates and assessments all affect the result. The LPV growth cap is not a universal 5% cap on the final tax bill.

Review Arizona Department of Revenue Property Tax guidance and verify parcel details with the county assessor. Include any Community Facilities District charge when evaluating a newer master-planned neighborhood.

Move sale proceeds through a documented trail

Underwriting needs evidence that equity proceeds are available and belong to you. Retain the sale settlement statement and account records showing receipt and any subsequent transfers. Large unexplained deposits can delay final approval even when the source is legitimate.

The Consumer Financial Protection Bureau explains cash-to-close figures and mortgage disclosures. Use the monthly payment calculator to compare down-payment choices without omitting taxes and association dues.

Budget Arizona closing mechanics

Arizona has no state real estate transfer tax; the Affidavit of Property Value generally carries a $2 fee when required. That does not eliminate title insurance, recording charges or escrow fees.

An escrow company commonly coordinates signing, funding and recording, with financing secured by a deed of trust. Verify wire instructions using a trusted, independently confirmed phone number. Start your relocation budget with the closing cost estimator, then have Adobe & Arroyo align documented equity, loan approval and the expected recording date.

Editorial Methodology & Primary Sources

Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.

Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
