Phoenix and Maricopa County Mortgage Hub: Home in Five, LPV Taxes and 2026 Limits
Updated October 2026
A Phoenix purchase budget needs to account for more than the contract price: assistance terms, the property's taxable value, and neighborhood assessments can change both cash to close and the ongoing payment. Adobe & Arroyo helps Maricopa County buyers organize those moving parts before comparing homes in established neighborhoods and expanding master-planned communities.
Start with the loan limit and assistance structure
The 2026 baseline conforming loan limit is $832,750 for a one-unit home throughout Arizona. That threshold applies to the loan amount, not the purchase price. FHA's national floor is $541,287, while Maricopa and Pinal counties have higher county-specific limits. Use HUD FHA Mortgage Limits to identify the applicable ceiling before choosing a down payment.
Arizona IDA Home Plus offers statewide down payment assistance, with options reaching approximately 4%–5% depending on the current program and mortgage combination. Forgivable and soft-second structures have different occupancy, repayment, and refinancing conditions. Review current offerings through the Arizona Industrial Development Authority.
For eligible Maricopa County purchases, compare Home in Five separately. Pima-area assistance and Pathway to Purchase have their own geographic and funding requirements; they are not interchangeable statewide benefits. Ask for a written comparison showing the first-mortgage rate, assistance amount, and any balance repayable after an early sale.
Read the tax bill beyond the listing estimate
Arizona distinguishes Limited Property Value, or LPV, from Full Cash Value, or FCV. LPV generally has a 5% annual growth cap under ordinary valuation rules, but construction and certain property changes can trigger different calculations.
A Class 3 primary residence uses a 10% assessment ratio. Eligible owner-occupied homes can also receive the State Equalization homeowner tax credit. The Arizona Department of Revenue explains the framework.
- Confirm the parcel's actual tax classification.
- Identify any Community Facilities District assessment.
- Replace a builder's vacant-land tax estimate with a completed-home estimate.
- Include HOA dues and homeowners insurance in the payment comparison.
Build a realistic closing worksheet
Arizona has no state real estate transfer tax, although a $2 Affidavit of Property Value fee generally applies when the affidavit is required. Escrow, title, recording, and lender charges remain separate costs.
The escrow company coordinates signing, funding, and recording; the loan is secured by a deed of trust. Signing alone does not mean keys are available. Use the closing cost estimator and monthly payment calculator to compare cash requirements alongside the fully loaded payment.

Editorial Methodology & Primary Sources
Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.
Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.
- Consumer Financial Protection Bureau (CFPB) — Loan Estimates, APR and borrower disclosures; Regulation Z.
- U.S. Department of Housing and Urban Development (HUD / FHA) — FHA program guidance.
- U.S. Department of Veterans Affairs (VA) — VA loan eligibility and benefits.
- Freddie Mac Primary Mortgage Market Survey (PMMS) — published rate benchmarks.
- U.S. Census state tax collections — state property tax benchmarks; confirm parcel-specific assessments and exemptions with the state revenue department and local assessor.
The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
