Queen Creek, San Tan Valley and Maricopa City: Pinal County Taxes, CFDs and FHA Loans

Updated October 2026

A Queen Creek mailing address does not automatically place a home in Pinal County: the town spans Maricopa and Pinal counties. San Tan Valley and the City of Maricopa add different districts, communities and commuting patterns to the search. Adobe & Arroyo builds financing comparisons from the parcel and county—not the marketing description.

Separate assessed value from market value

Arizona uses both Limited Property Value, or LPV, and Full Cash Value, or FCV. LPV generally cannot grow more than 5% annually under the standard rule, but new construction and certain property changes can trigger different calculations. A low tax bill on an unfinished home is not a reliable estimate of next year’s cost.

For a qualifying Class 3 primary residence, the assessment ratio is 10%. Applicable State Equalization homeowner relief can further affect the bill. Confirm the property’s classification and valuation details through the Arizona Department of Revenue Property Tax resources and county records.

Ask for three items before comparing neighborhoods:

A CFD can finance neighborhood infrastructure, but its charges still belong in your ownership budget. Determine whether each charge appears on the tax bill or arrives separately so you do not count it twice.

Use the correct FHA ceiling

The 2026 FHA floor is $541,287, but Pinal and Maricopa counties have higher Phoenix-metro limits. Verify the current county ceiling and number of units with HUD FHA Mortgage Limits. Do not assume the nationwide floor is the local maximum.

Conventional financing offers another route, with a 2026 baseline conforming limit of $832,750. Compare FHA mortgage insurance with conventional pricing using the same purchase price, down payment and holding period.

Make builder incentives earn their place

A builder credit may cover closing costs or fund a rate buydown, yet a competing loan can still produce a better long-term result. Request estimates showing the permanent rate, any temporary payment schedule and all lender charges.

Include HOA working-capital contributions, prepaid insurance and escrow deposits in the closing cost estimator. Then test the full payment in the monthly payment calculator.

Arizona’s absence of a state real estate transfer tax helps distinguish closing costs, but it does not eliminate title, escrow or recording expenses. Compare cash to close and recurring costs side by side before choosing a community.

Editorial Methodology & Primary Sources

Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.

Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
